AI roleplay in Russia, 2026: the app stores are shut, the card is useless, and the character lives in Telegram

Character.AI opens from Moscow without a VPN and then refuses the card. Google Play has not billed a Russian since 2022. Telegram is throttled, fined and still on every phone. How the market actually works, and where a Telegram-native character wins and loses.

Russia is the one large roleplay market where the standard playbook does not run. An app-store listing, a Stripe checkout and a subscription page — the three things every Western character app stands on — were switched off at the border in 2022, by the payment networks, and nobody has switched them back on.

So the market grew around the gap: local sites that take a Russian card, a thick layer of Telegram bots that take nothing to start, and a population that opens Character.AI every day and cannot give it money. Every claim below has a source we opened; where we could not, we say so.

The sites are open, the shops are shut

Character.AI is not blocked in Russia. The site and apps open without a VPN and the free tier works — two Russian guides from this year confirm it. Paying does not: the subscription runs through Stripe, which refuses Russian cards. The guides then list the workarounds — a neighbouring country's card, an intermediary, a gift card — and the risk, which is losing the account.

Mobile is worse. Google's own developer note says users in Russia «cannot purchase apps and games, make subscription payments or conduct any in-app purchases», and has said so since March 2022; Apple's store is the same in practice. Two more facts: since 25 November 2025, by its own announcement, Character.AI gives under-18s no open-ended chat at all; and its Russian is weaker than its English — the vc.ru walkthrough says coherence «noticeably falls short». The biggest character site in the world is reachable, unpayable, and speaks the local language badly. That is the hole the local market fills.

Who Russians actually use

Three tiers, and the honest ranking is not the one a Western reader expects.

Where the locals beat everyone, including us: Ликотека's Russian prose is native, its illustrations are part of the story, and it takes a Russian card. StoryForge does dice and a party of friends. If you need a rouble checkout, those two are the answer.

Telegram: throttled, fined, still on every phone

Calls were blocked in August 2025. On 10 February 2026 Roskomnadzor confirmed it was slowing the messenger nationwide; a Moscow court fined the company in March; the founder went on a wanted list in June. Officials tell citizens to «actively master» Max, the state-backed messenger mandatory on every phone sold in Russia since September 2025 — itself pulled from Apple's store on 3 June and from Google Play on 16 July, per Habr.

The numbers, all Mediascope, all people 12 and over. January 2026: 95.98 million opened Telegram at least once, and it overtook WhatsApp for the first time. Then the slowdown bit: daily reach fell from 80 million in February to 72.2 million in March, time per day from 44 minutes to 34. June: monthly reach 75.7 million against Max's 86.2; measured daily reach 35.4 million against Max's 69. Telegram's founder answered that 65 million Russians use it daily over a VPN, which a panel cannot fully see; both are probably partly true. The morning we filed this, Downdetector held over 10,000 Russian complaints from 24 hours — photos first, text intermittently.

Using a VPN is not itself an offence. Since 1 September 2025 the fine is for deliberately searching material already listed as extremist, and for advertising VPN services. A roleplay chat over a VPN is not that. It is still a market where the pipe you build on is being squeezed in public, and a product that lives there inherits the squeeze.

The rules, as of this month

Russia's first AI law took effect on 1 September 2026. It defines «sovereign» and «national» models and lists support measures; the final text, per the legal press, «contains no prohibitions or restrictions». Labelling AI-made images is voluntary under it; a mandatory-labelling bill introduced on 17 August would start on 1 March 2027 if passed. Neither targets character chat. The constraints on this category are payment rails and Telegram's bandwidth, not a content code.

What Russians type

One DTF guide, citing Yandex Wordstat, puts «чат с ИИ персонажами на русском» above 8,200 searches a month; Wordstat needs a login and we could not reproduce it, so treat that as one outlet's number. The phrasing says more. Russians search the brand phonetically — «чарактер аи», «характер аи», even «сиай» — followed by «на русском», «без VPN», «бесплатно», «не работает». Around the category: «ИИ персонаж», «ролевой чат с ИИ», «ИИ РП». Not one guide we opened leads with «no filter». The Russian ask is access: does it open, does it speak my language, can I pay.

Where it loses: no rouble checkout; no marketplace of thousands of community cards; no dice or party mode; and adult roleplay sits behind an age confirmation with limits that do not move — the tame side of the Telegram bot cluster, by design. If a card marketplace or an unfiltered bot is the point, other places serve it, and we say so.

The ten-minute test

Open @talaforge_bot. Write to her in Russian — not «hi», a real line with slang. Describe a character in one sentence. Talk for five minutes; ask for a photo and see whether the face holds. Close the chat. Open likoteka.ru and give it the same five minutes with the same character. Tomorrow, go back to both and ask what you talked about. Keep the one that remembers, writes Russian you are not embarrassed by, and never asked for a card. If that is not us, it should be a local — and you will have spent nothing.
