Every market overview opens by explaining what a character app is. Korea does not need it. In February 2026, on WiseApp·Retail's panel, Koreans spent 113 million hours inside Zeta — a character-chat app — and 50 million inside ChatGPT. Zeta has a fifth of ChatGPT's monthly users and more than double the hours, and has out-sat the assistant every month since mid-2025.
Nowhere else we looked does the character category beat the assistant on time. That fact rearranges everything: who the players are, why a parliamentary committee is in the room, and where a Telegram bot with a Korean interface honestly stands.
Who Koreans actually use
Four names by weight, then a conspicuous absence.
- Zeta (제타), by Scatter Lab, open beta April 2024. Free unlimited messaging, user-made characters in the millions, a «snapshot» that turns the current scene into an illustration, voice lines. Four million monthly users on the WiseApp panel, 1.4–1.5 million by the company's own count — different panels, not anyone lying. About 87% are teens and twenty-somethings. Ad-supported, profitable, number one in Japan, a US closed beta. The incumbent, and a strong one.
- Crack (크랙), spun out of Wrtn in April 2025. About a million monthly users and a tenth of Zeta's hours; credits instead of free messages, a choice of models. Headline sponsor at G-Star 2026 — the industry files these apps under games, not chatbots.
- Naver Webtoon's Character Chat (캐릭터챗), inside the Webtoon app since June 2024: a hundred million messages in year one, 3.5 million cumulative users, and by May 2025 paid messages were 41% of the total. In July 2026 it added byUs (바이어스): whole webtoon worlds with their supporting cast, licensed IP only. If your character has an official artist, the fandom lives here.
- A long tail — Luvi-Dabi, Chatie, Repli, WeePe — small enough that TikTok autocompletes «apps like Zeta» not their names.
The absence is Character.AI. WiseApp's Korean top ten for AI apps lists Claude and Gemini at under half a million monthly users each; Character.AI is not on it. Korean round-ups recommend it «if you want variety», with the caveat that its Korean is weaker. A foreign option, not a player.
Kakao, which owns the phone, has not entered: Kanana is a separate «AI mate» app — a group assistant and a personal one — with no user-made characters and no roleplay. The country's messenger has no character lane.
KakaoTalk is the country. Telegram is a room in it
October 2025, same panel: KakaoTalk 47.97 million monthly users, Discord 6.44 million, Telegram 4.28 million. One Korean in twelve opens Telegram in a month. In September 2014, after prosecutors said they would watch messaging for defamation, Telegram went from 111th to first on the Korean App Store in five days — the «cyber exile» (사이버 망명). It has been the privacy-minded minority ever since.
And since 2024 it carries a bruise: the deepfake rooms that made the national news were Telegram rooms. A Korean reader who sees «Telegram bot» in 2026 may see the first word before the second. Better to name that than pretend it is not there.
So, honestly: a Telegram bot is not a mass channel in Korea. It reaches the four million already there — disproportionately adults who chose it on purpose — and whoever installs Telegram for this. A narrower door than a store listing. What it buys is what the store cannot: the character sits in your chat list next to the people you text, no separate app, no store account between you.
The regulator is in the room
August 2024: the president called deepfake abuse a national emergency. September 2024: viewing or possessing sexual deepfakes became a crime, up to three years; October: producing them, with or without intent to distribute. From November 2024 to October 2025 police arrested 3,557 people for online sexual violence; 1,553 cases were deepfakes, about 62% of suspects teenagers. On 22 January 2026 the AI Basic Act took effect: a generated image that could pass for real must be labelled, foreign operators serving Korean users are in scope, and fines are deferred a year.
In October 2025 the National Assembly's science committee called Scatter Lab over Zeta's youth protection; the company promised age verification and separate youth and adult modes. In August 2026 a MoneyToday reporter registered on Zeta and Crack as a 14-year-old: both rated 12+ in the stores, «safe mode» talked around in a sentence, nothing checking the birthday. The regulator confirmed complaints keep arriving and that no law clearly covers the apps — the guidelines are voluntary, so nobody had audited compliance.
Our read: age verification for this category becomes law-shaped within a year, and the companies that treated 12+ as marketing will pay for it in a quarter. We built for that climate before we knew about it. Public surfaces are all-ages; adult roleplay sits behind an age confirmation with limits that do not move; and a character's photos are drawn from a locked, fictional face — never anybody's photograph. What 2024 was about cannot be made here, by design.
Paying: the store, KakaoPay, and the third path
Zeta sells a pass and a coin, Crack credits, Webtoon paid messages — all through Google and Apple billing, in a country that outlawed forcing that billing in 2021. The regulator found both stores still took around 26% on third-party payments against their own 30%, and on 13 August 2026 deferred its ruling again, nearly three years after proposing fines. KakaoPay, roughly 24 million monthly users, is how Koreans pay for nearly everything else — and not inside these apps.
Telegram Stars are a different path, not obviously a better one: bought inside Telegram, so no store account and no card in our chat — and a teenager with only KakaoPay cannot use them. For an adult already in Telegram it is the shortest route; for everyone else a second step.

Where we lose, plainly. Zeta's free messaging is unlimited and its community has made millions of characters; ours is a bot you describe a character to, not a marketplace to browse. Naver Webtoon has the official IP and the artist; we do not, and a description is not a licence. Korean teenagers find apps on the store and TikTok, not in Telegram. And four million is not forty-eight million. If you want the crowd, Zeta is the right answer.
